Positive net fiscal impact to general fund on 90% of incentivized development. One of the main purposes for economic development as a City activity is to bring about situations that increase revenue for the City, and this measure is to check that fundamental desired result. This measure is at only 90% instead of 100% since strategic or catalyst projects could still be desirable at a net loss on that individual project.

For each project that receives incentives, compare amount of tax dollars spent on incentives that would have gone to the general fund to the amount of general fund cost for the type and size of development, estimated by the fiscal impact model created by the Planning Department.
