Based on the National Fire Protection Association 1710 Standard 4.1.2.(4), full alarm response measures the interval between the time of dispatch (notification of the emergency alarm) until the initial full alarm assignment arrives at the scene for a fire suppression incident. A full alarm assignment is defined as 3 engines and 1 truck and their related crew and 1 supervisory chief officer (battalion chief). This measure aids in resource allocation decisions and assists in determining operational efficiency. The overall goal is to minimize system wide response times to increase the likelihood for positive patient outcomes and minimize property damage. Increased full-alarm response times may signal a number of things, including inefficient station configurations, gaps in operating procedures and training and limited staffing availability (e.g. due to personnel responding to other emergency events), the need for more resources (e.g. fire stations, personnel), increased road closures and limitations in transportation connectivity.
