The Outdoor Events Ordinance provides a coordinated, comprehensive and consistent process for the regulation of outdoor events on public or private property in order to ensure public health, safety and welfare during events; and to conserve and appropriately allocate city resources and infrastructure. This process is vital as the Office of Outdoor Events works with a diverse group of individuals including multiple Stakeholders, public officials, life safety officers, city departments, community organizations and citizens to facilitate the open exchange of concerns and issues related to the impacts of events to affected property owners and stakeholders; and find solutions to complex issues involved with safely conducting outdoor events and bring the groups to a consensus. The goal of the Office of Outdoor Events is not to "issue" more Outdoor events, but rather manage the permitting process and regulate Outdoor Ordinance events. The number of permits issued demonstrates and dictates how many outdoor events will require allocation of public safety resources. Success of the Office of Outdoor Events is measured by the % of permits issued on time for applications submitted on time.

The Event Business Management System (EBMS) tracks all event requests and supporting event documentation. The Office of Outdoor Events maintains the Outdoor Events Ordinance and Standard Operating Procedures Binder in the Outdoor Events Manager's office and additional SOP Binders on the Event Coordinator's desk. This information is also maintained in the Public Events Department's Office of Outdoor Events Shared Drive.
