The Warrants section personnel are responsible for reviewing an appearance time standard, APPEAR, which is initiated upon the filing of a case. The time standard tracks the 11 day time limit a citizen is given to respond to the citation that was issued to them. If the defendant fails to respond in person, by mail, or online, the case is eligible for a capias warrant. In order for a judge to issue a capias warrant, a perfected compliant of the violation must be filed with the court. The warrants team generates the complaint on the case within 5 days after APPEAR time standard expires. This allows judges to issue the capias warrant and peace officers to arrest citizens which failed to respond to their citation. Based on previous year's activity.

The APPEAR tickler data is pulled from the Tickler Notice Processing and updated on a spreadsheet located: \\fs100\muncourt\warrants\APPEARANCE tickler tracker. Data is pulled daily and staff choose a date to work the process. Staff have 5 days to go through each case and perform quality assurance to make sure the appropriate identifiers are present and accurately entered on the system. (EX: citation #, date, time, name, dob, race, sex, charge, action code, and officer information are a few examples) Once completed staff updates the spreadsheet with a date of completion and complaints are generated.
