Apparent loss is the non-physical loss that occurs in utility operations due to customer meter inaccuracies,systematic data handling errors in customer billing systems and unauthorized consumption. This is water that is consumed but is not properly measured, accounted for, or paid for. These losses cost the utility revenue. This measure focuses on improving water loss control by determining apparent loss and identifying strategies to determine why it was lost which will help better manage the loss. The target is based on the last 5 years of performance.
