Measure Definition & Importance |
The Code Ranger program is a volunteer based program for citizens to assist in identifying code violations across the city. It requires all participants attend a training seminar on how to identify and document code violations. As a trained member of the program, each Code Ranger patrols the city looking for violations. Each member is trained to enter violations into the department's automated database which automatically generates a courtesy notice of violation. A departmental courtesy notice, or 'warning' notice, only informs the resident a violation exists. If the violation is not voluntarily corrected, a Code Compliance Officer assumes responsibility thereafter. By allowing trained volunteers to identify low priority violations (fencing, trash carts, out of cycle bulk, overflowing trash carts, and garage sales) Code Officers can devote their efforts to higher priority violations (zoning, health hazards, illegal dumping, and outside accumulation). The department's goal is two-fold, increase participation in the program and keep existing Code Rangers engaged in the program. The success is best measured by the number of courtesy notices issued by the volunteer Code Rangers. Data indicates the participation in the program is declining and incremental steps are being taken to increase participation.
