Open and vacant properties have detrimental negative impacts to a neighborhood's appearance and invites unwanted activity which leads to an increase in crime, property theft and destruction. A structure is classified as open and vacant when the structure has been breached in any way and has been abandoned. This condition creates an attractive nuisance to children and individuals looking for temporary shelter. The structure can be secured utilizing three different methods depending on the severity: Class 1 requires only the breached opening be secured; Class 2 requires all doors/windows be secure regardless of their condition; and Class 3 is reserved for special applications utilizing steel plates or chain link to secure a property. Due process must be followed and the property owner properly notified. The notification process can take as long as 10 to 15 days before the City is authorized to take action. A work order is generated and a contractor schedules the job within the next 5 days. The goal is to secure all open/vacant properties within 30 days to protect the structure and maintain the safety and security of the neighborhood in which it's located.
