A hazardous structure is defined by City ordinance as a building or structure whose condition is dilapidated, substandard or unfit for human habitation and which poses a risk or harm to the public health, safety and welfare. Building Standards Division (BSD) staff prepare cases to present both priority 1 (substandard/hazardous) and priority 2 (substandard) structures to the Building Standards Commission. The Building Standards Commission may determine whether structures are in compliance with the City Code and may, if a violation is found, order a property owner to comply with all applicable laws and ordinances, including securing, repair, removal, abatement, or demolition of a structure. As priority 1 hazardous structures are those that present the greatest life, health and safety dangers to the community, management requires that staff give greater focus to these structures. These structures also present blight for the neighborhood and have the effect of bringing down property values. By having priority 1 hazardous structures make up 80% of new cases presented to the Building Standards Commission, BSD staff can ensure that structures presenting the greatest dangers to the community are addressed in as timely a manner as possible.
This is measured every six months against the same period for the previous fiscal year.
