The airports are contractually obligated to the Federal Aviation Administration to set and maintain rates and charges at current market values. Setting rates and fees at market value, as compared to competing airports in the region, allows the airport to be as self-sustaining as possible. A market analysis is conducted on an annual basis and the Schedule of Rates and Charges are updated annually to reflect the department’s current rate. A market analysis consist of measuring t-hangars, box hangars, tie-downs, ground lease rates and fuel flowage.

All data is entered and tracked through the lease management system by the Senior Administrative Assistant.

Rate - Spinks Avg = (Spinks East + Spinks West)/2

Avg Market Rate = the average of the most recent value available for each competitor listed. (calculated in datra entry spreadsheet and linked via data loader)

High Variance = Avg market rate

Low Variance = 10% below high variance

For FY2020 Spinks Airport migrated away from measuring the East Side and West Side of the Airport separately. Going forward all rates will be administered for the whole airport as a unit.
