The Comprehensive Plan is the City of Fort Worth’s official guide for making decisions about growth and development. The Plan is a summary of the goals, objectives, policies, strategies, programs, and projects that will enable the city to achieve its mission of focusing on the future, working together to build strong neighborhoods, develop a sound economy, and provide a safe communities. Tracking Plan Commission decisions helps to measure the effectiveness of implementing Comprehensive Plan land use and infrastructure policies and the effectiveness of staff recommendations. The Subdivision Ordinance is one of the most important ways to implement these policies. The ordinance requires that an interdepartmental Development Review Committee conduct a technical review and provide recommendations to the City Plan Commission on cases. Measuring the consistency of commission decisions with the staff recommendations helps to ensure that the decisions are not arbitrary and capricious; that they implement the Comprehensive Plan; and that they promote public health, safety, and welfare. Average is 80% and is an appropriate target since Comp Plan is a guide, and 700 square miles are not reviewed each year.
