Measure Definition & Importance |
An increase in outcome measures (also a move away from output measures) tells us that the city is tracking processes and operations against stated targets that are are meaningful. Outcome measures allow departments to evaluate their progress based on the effectiveness or efficiency of the process/activity/program in question, rather than solely on the number of things created, etc.

This number is captured only once a year from the ClearPoint System. In order to capture the required numbers, two reports must be exported from the 'Department Performance Scorecards' scorecard. The first of these reports is the 'List: All Measures' report with no filters added. The measures in this report have been pre-selected to include all active measures, and exclude all ARCHIVED measures.
When this report is exported to excel, it will contain one column. This column will contain all of the KPI's in the ClearPoint sytem, one in each row. The number of rows in the report minus 1 (remove the header row), will give you the total number of measures.
This same report should be filtered by the field 'Measure Type' and filtered for field equals- Outcome. This report can then be exported in the same fashion and will contain only those measures that are listed as outcome measures.
